New office complex for the DEVELOPMENT LOTTERIES BOARD
which celebrates its 23rd Year In Business
The
Development Lotteries Board won the trust of the people in this country by
introducing the new Development Lottery Instant winning ticket concept to
the market on 19th January 1983.
Throughout
their 23 years in business, Development Lotteries Board was occupying
various buildings on lease. Recently DLB acquired the National Paper Company
Complex building located in Union Place spending Rs. 405 M as a capital
investment upon the recommendation and guidance of Her Excellency the
President and Cabinet approval for same has been obtained through the Public
Enterprise Reforms Commission.
Through
acquiring this building with an extent of 40,000 sq ft and moving all
departments of DLB under one roof the Board envisages to uplift efficiency,
cut down time, cost and labour.
The
significance of this transaction is that, DLB, a national enterprise
purchasing a property owned by a national corporation is public resources
remaining within the public itself. This is an example and a progressive
step to our general public in Sri Lanka. Moreover, Rs 16 million of stamp
duty paid to Provincial Council on this sale of property will be a huge
financial strength to the Western Region Provincial Council.
Looking
back at the progress in the past and the present development in financial
strengths, DLB is one of the fastest developing Government enterprises in
Sri Lanka. Development Lotteries Board is owned by the President’s Fund and
Mahapola Higher Education Scholarships Trust Fund, which helped DLB to start
on a small scale with capital investments from these two funds. DLB grew
from strength to strength with projects that generated funds for development
within the country and thousands of self-employment opportunities were
created through selling of lottery tickets.
Following
are the profits DLB credited to the President's Fund during the last 10
years. The best measurement to evaluate the progress of DLB is the annual
profit credited to the President fund at the end of each year.

Furthermore, Chairman/CEO Mr W P S Jayawardene
stated that, through developing this newly acquired building to an office
complex DLB will be able to offer a more efficient service to its customers,
sales representatives and to the public

Progress of Development
Lottery
Development Lotteries
Board was inaugurated in 1983. All profits gained from this venture
are credited to the President’s Fund and 50% of that to the Mahapola
Scholarships Trust Fund. The money credited to President’s Fund is
utilized in projects to uplift the standard of living among the Sri
Lankan people, especially the rural communities, while providing
immense service to Education and Health. Furthermore the Fund
supports Sports, Arts, Religious and welfare organizations.
In the history of
Development Lottery the highest sales figure of 44 Billion was
reported in August 2005. Development Lotteries Board was fortunate
to channel closely approximately around 493 million towards the
development of the country through the President’s Fund from the
beginning of this year to date.
Moreover, the
Development Lotteries Board was able to gift huge amounts of money
as prizes, such as for "Jayoda", the lottery drawn on Mondays &
Thursdays Rs. 550 million, "Development Fortune" drawn on Tuesdays
& Fridays Rs. 810 million, "Saturday Fortune" drawn on Wednesdays &
Saturdays Rs. 780/- million for the year 2004 alone.
Through DLB’s
distribution plan and sale of tickets by their island wide
representatives they have been able to immensely contribute in
generating employment to thousands of people.
When Sri Lanka was
hit by the tsunami the DLB did not forget its sales
representatives. All 87 affected representatives were awarded
Rs.10,000 each. Furthermore 56 sales representatives were given
sales outlets worth Rs.29, 864/- to restart their sales.
Under the insurance
scheme for the sales representatives the families of deceased were
compensated. DLB was able to give Rs. 200,000/- each to dependents
of 6 deceased sales representatives.
