BID FOR DESIGNING, DEVELOPING, PRINTING AND DELIVERING OF

DOUBLE FORTUNE LOTTERY TICKETS

                    Bids are invited by the Cabinet Appointed Procurement Committee on behalf of Development Lotteries Board from internationally recognised scratch-off and draw lottery tickets printing organisations who have the technical knowledge and capabilities to design, develop, print and supply of lottery tickets. Special preference will be given to the local suppliers according to Section 7.9.6 of Procurement Guidelines, 2006 of Government of Sri Lanka.  

                    Bid Documents and specifications may be obtained from the office of the Assistant General Manager (Finance), 2nd Floor, Development Lotteries Board at No.33 St. Michael’s Road, Colombo 03, Sri Lanka, from 01st November 2007 to 13th December 2007, between 10.00 a.m. and 2.00 p.m. from Monday to Friday (other than on public holidays) upon a payment of Rs.10,000.00 (Ten Thousand Rupees) as a non-refundable fee.

                   Bid Documents will be issued only to manufacturers/suppliers or their duly authorised local agents who are registered with the Registrar of Public Contracts under the Public Contract Act No.03 of 1987 of Sri Lanka and who hold the Power of Attorney to bid on behalf of the principal. Bidders should furnish all the detailed information as required in the Bid Documents. 

                  The bid should be accompanied by a Bid Security in the form of annex “F” of the Bid Documents, for US$ 50,000.00 or equivalent in Sri Lankan Rupees, Euro, Sterling Pounds, Japanese Yen, as per the Bid conditions, from a recognised bank in Sri Lanka.

                  Bidders must submit the offers in duplicate to reach the Chairman, Cabinet Appointed Procurement Committee, Development Lotteries Board, No.33 St.Michael’s Road, Colombo 03 Sri Lanka, to reach on or before 2.00 p.m. 14th December 2007. These documents can be sent either by registered post or be deposited in the Tender Box kept for this purpose at the office of the above address.  Bids will be closed at 2.00 p.m. on 14th December 2007 and opened immediately thereafter. Late Bids will be rejected. Bidders or their authorised representatives could be present at the time of the Bid opening.

                  The Cabinet Appointed Procurement Committee reserves the right to accept or reject any Bid or part thereof.

                   Bid Documents may be inspected at the office of Assistant General Manager (Finance), 2nd Floor, Development Lotteries Board, No.33, St.Michael’s Road, Colombo 03, free of charge from 10.00 a.m. to 2.00 p.m. on working days (Monday to Friday, other than on public holidays) between 01st November 2007 to 13th December, 2007.
