TENDER NOTICE

 DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA

                          TENDER FOR DESIGNING, DEVELOPING, PRINTING AND

                         DELIVERING OF INSTANT SCRATCH OFF LOTTERY TICKETS

                     DLB/FIN/TEN-074/2009

01.           Tenders are invited from internationally recognized scratch off lottery ticket printing organizations which have the technical knowledge and capabilities to design, develop, print and supply Instant Scratch off Lottery tickets to the Development Lotteries Board. Domestic Preference to be given to the local manufacturers according to Public Finance Guideline. 

02.          Tender documents and specifications may be obtained from the Finance Division of the Development Lotteries Board at No 356, Dr. Colvin R. De Silva Mawatha, Union Place Colombo 02, Sri Lanka from 30^th September, 2009 between 10.00 a.m and 3.00 p m from Monday to Friday (other than on Public Holidays) up to 3.00 p.m on 18^th November, 2009 upon a payment of Rs. 25,000/= (Twenty Five Thousand) as a non-refundable fee. 

03.          Tenderers should furnish all the detailed information as required in the Tender Documents.   

04.          The tender should be accompanied by a Bid Bond in the form of Annex "G", for US$ 25,000 or equivalent in Sri Lankan Rupees, Euro, Sterling Pounds, Japanese Yen, as per the Tender conditions. 

05.          Tenderers must submit the offers in duplicate to reach the Chairman, Cabinet Appointed Procurement Committee, Development Lotteries Board, No.356, Dr. Colvin R De Silva Mawatha, Union Place, Colombo 02, Sri Lanka to reach on or before 2.00 p.m 20^th November, 2009.  These documents can be sent either by registered post or be deposited in the tender box kept at the Finance Division of Development Lotteries Board.  Tenders will be closed at 2.00 p.m on 20^th November, 2009 and opened immediately thereafter, in front of a bid opening committee. 

06.          The Procurement Committee reserves the right to accept or reject any Tender or part thereof or call for additional information where relevant and necessary. 

07.          Tender documents may be inspected from Finance Division at Development Lotteries Board, No.356,   Dr. Colvin R. De Silva Mawatha, Union Place, Colombo 02 free of charge from 10.00 a.m to 3.00 p.m on any working day from 30^th September, 2009 to 17^th November, 2009.
